Meeting Minutes for January 21, 2009 (APPROVED)

Post Commander Duane Hill called the meeting to order at 7:00 p.m. led the Flag Salute, Pledge of Allegiance and Preamble to the Constitution of the American Legion. There were thirty-two (32) members and one (1) guest present, Major Don Stoner, United States Army. Third District Commander Dale Allen was also present.

Bob Griglione reported on Bingo. We made $452 in December and $10,888 for the year. In 2008 the total number of players was down 20% and net profit was down 32% compared to 2007.

George Cameron, Bill Samuels, Bill Shock and Don Murray were reported on Sick Call.

Bob Griglione reported current membership is 193 or 89% of our quota of 217.

A thank you card was received from Herb Wolfington for the fruit basket sent by the Post.

Commander Hill asked for help working Bingo on Thursday nights. We need members to help sell tickets and call if they are so inclined and also their wives to join the Auxiliary and help sell snack foods and drinks at the snack bar. Vice-Commander Ron Wattelett said it is very critical for some of our younger members to step-up and help with Bingo because we need 10 to 12 thousand dollars to continue to operate like we are now. Bingo is our only means of fund raising and it allows us to send FHS young men to Boys State, it enables us to send money to the many charities we support and it allows us to purchase holiday food baskets, school supplies and clothing for needy families in Frontenac. Many of our bingo workers are 80 to 90 years of age and have given up working bingo for health reasons and others are sure to follow. Please consider helping with bingo one Thursday per month from 5:30 p.m. to 8:45 p.m. We have a schedule so everyone knows when he has to work and we have fun too.

Third District Commander Dale Allen addressed the meeting and said except for his home post of Chanute, Frontenac has the largest attendance of any post in Third District and most only have the officers in attendance. He said we are losing a lot of members and we are not replacing them as fast as we are losing them, he said I am a kid compared to most of our members. Dale mentioned the Third District Oratorical Contest was to have been in Chanute on January 17, but was canceled because nobody entered. He believes the speech teachers take their students to competitions where they receive media attention and the American Legion Oratorical Contest doesnt have this at this level. Dale said our best tool to sell Boys State is the young men who attended last year. Their candidate last year told the assembled boys he was speaking to, that if they did not do anything else this summer, they should attend Boys State and they would regret it if they didnt. They had 4 girls attend Cadet Law and they loved it. Third District is in last place for membership, but we have to continue to work membership, we just must. Baxter Springs has one member, Neodesha turned in their charter, Walnut has no young vets; the small towns are just going away.

Commander Hill thanked Drew Polen for recruiting the new members he has brought into our Post.

Letters announcing their candidacy were received from Bert Kelley, Girard Post 26 for 3rd District Commander and Richard Williams, Girard Post 26 for 3rd District Vice Commander.

The Third District Convention will be held in Arkansas City on March 28, 29 and 30, 2009. There will be a memorial service for our departed members on March 29th.

Duke Locke spoke about the Gift of Life and encouraged all of us to give whole blood, platelets or plasma. Frank Grilz received a certificate of recognition from the American Legion for his many donations by submitting his blood donor card to Department Headquarters and they sent out the certificate. This recognition is available to all Legion blood donors.

Duke gave an update on the John F. Derby family reunion to be held on June 27, 2009 at the Post. Kris Cerone who visited our Post several years ago and Jack Hollingsworth who visited here recently and is a nephew of John F. Derbys brother and also related to Frank Bozick will attend. Duke requested the Post to sponsor the reunion dinner to be held at the Post. Ron Wattelet made a motion to spend up to $200 for the dinner; Bud Parkison seconded the motion and the motion passed. Duke and Sandy Locke will attend and represent the Post and see that all goes smoothly. Duke will contact the media and he has talked with Dan Brunetti about getting a proclamation and a key to the city for the reunion.

Duke reported that the Frontenac Veterans Memorial will not be relocated and is staying in front of City Hall. If your name does not appear on the memorial, please submit your name to Doug Sellers or Carol Swaggert in the Frontenac City Clerks office so that engraved nameplates can be made an installed.

Duke requested that we have a flag disposal ceremony when the weather gets nicer to clean up the flags we have stored around the post awaiting proper disposal.

Rupard told us he had a friend he went to school with named Frederick Williams who was a Buffalo Soldier. Rupard said he took a lot of crap from everybody because he was black, but Rupard was kind to him. Fred attended the dedication of the Buffalo Soldier Memorial at Fort Riley and he had a painting of the memorial. Rupard assumed Fred had passed away because he lost contact with him and one day the painting arrived in Rupards mail. Fred remembered Rupards friendship with the gift of the painting and now Rupard is downsizing his home and thought the picture would be a nice gift to the Post, an appropriate place for the painting to be displayed. Buzz thanked him for the gift and requested Duke hang it. Rupard received a round of applause.

Ron Wattelet expressed his enjoyment over working with USD-249 the last 10 years as the liaison officer between Post 43 and Frontenac High School. February, March and April are very important because Boys State, Cadet Law, and the scholarship applications are all due during this period. Boys State is held at KSU and the Cadet Law Enforcement Academy takes place in Salina both begin on May 31 and end June 6 with applications due in by March 31st. Paula Kettermans son is very interested in going to the Cadet Law Academy. Ron requested that Don Morey, Don Murray, Duke Locke and Bud Parkison serve with him on the selection committee for the scholarships and Boys State delegates like last year. They all agreed.

Rupard reported we are going to need help setting up the chairs on Memorial Day at PSU Veterans Memorial. Rupard has asked Post 64 for assistance and Drew is working on the getting help from the football team.

Sandy DeVoss said we needed hot water and Alan Drenick has been contacted to install a new water heater. After some discussion, Charlie Quenoy made a motion to replace the fixtures in both restrooms in addition to replacing the water heater with no limit on the project cost. The motion was seconded by Sandy DeVoss and passed unanimously.

Two young ladies from Frontenac High School Jessica Ziesenis and Mandy Black were recognized for joining the Auxiliary and working the snack bar at Bingo. They were unaware that you did not have to be 21 years of age to play bingo. Anyone can play bingo there is no age restrictions.

Drew Polen reported two units will be deploying from his battalion and one of our own Sgt. Chris Daugherty will be deploying to Afghanistan before the end of the year and wants us to be prepared to support these units like we did the 891st. They really appreciated what we did for them.

Don Morey is seeking information and pictures to put on the Post web site. You may call him, bring it to the next meeting or e-mail him at don@morey.com.

Charlie Quenoy suggested we advertise bingo on Cox Channel 21. Buzz is going to investigate.

The State Adjutants letter was read.

The meeting adjourned at 8:05 p.m.

Martin Dupslaff read an update on the Defense Authorization Act of 2009 issued by National which states in part, The American Legion has opposed the saluting of the U.S. Flag when it is being raised, lowered or is in passing by those who are not in uniform. At its National Convention in Phoenix last August, the Legion passed a resolution against the practice, saying that it causes confusion leading to breaches of flag etiquette with regard to proper conduct during the recitation of the Pledge of Allegiance. Traditionally, members of veterans service organizations have rendered hand-salutes during the national anthem, and at events involving the flag, while wearing their organizations official headgear.
